Tongchuan Municipal Library is a comprehensive public library. The new building occupies 20 mu (approximately 16 acres) of land, with a total floor area of ​​12,400 square meters and a designed collection of 500,000 books. The total investment was approximately 50 million yuan. It is a modern public library with comprehensive functions, advanced equipment, and a high level of modernity.

Tongchuan Library is a public cultural facility integrating collection, lending, and leisure. It features 11 service rooms, including a children's lending room, a senior lending room, a local literature reading room, an electronic reading room, and a reader's bookstore. It provides citizens with a spacious and comfortable learning and leisure environment, striving to improve their cultural literacy, meet the knowledge needs of all types of people, and comprehensively enhance the city's quality.

Tongchuan Library, a showcase for the city's spiritual civilization, has continuously grown from a small scale, evolving from a closed-off management system to an open-access service model. Its collection has grown from a few thousand books in its early years to over 300,000 volumes today. The library currently employs 45 staff members, including 26 with college degrees or higher, two with senior professional titles, and 15 with intermediate professional titles, with an average age of 30. Computer-based services are now available. Four digital document repositories, housing over a thousand journal titles, are now available. Through the Off-site Library Traffic Statistics System (PKSS), cardholders can access, search, and download CNKI journal resources from home using their reader card number and password. An automatic newspaper reading system has also been established, further streamlining the library's digital resource structure and enriching its capabilities, enhancing its service offerings and building a first-class library image.
