Chihkan Tower is located in the west central district of Tainan. In 1652, the Dutch built Fort Provintia here, which established the position of Tainan's administrative and commercial center.

Today, it houses the Temple of the Sea God, the Wenchang Pavilion and the Penghu Academy. The most attractive part is the nine imperial steles moved from the edge of the Great South Gate. They are carried by a turtle-like creature called Bishi, which is said to be one of the nine sons of the nine dragons.

On the first floor of Chihkan Tower, there is a portrait of Zheng Chenggong and a restored model of Fort Provintia; next to Chihkan Tower is Wenchang Pavilion, where one can pray for good luck in the examination.

There are souvenir shops, fish ponds, toilets and nursing rooms in the park.
